Ignorance of a Parliamentarian


Dr Harsha de Silva spoke in the parliament yesterday. He was asking from the house, "wherever in the world a government minister votes against the government in a motion of no-confidence"? (please watch the video from the 27th minute). Dr Harsha was telling us that the participation of members of the government against the government itself has never occurred before. Poor man is thinking that only opposition members vote against the government during a vote of no-confidence.

We must remind him that sensible governments does not bring no confidence motions against their opposition. Almost always it is the the job of opposition to bring no confidence motion against the government. 

Poor Doctor should know that in the United Kingdom (where he canvassed unsuccessfully against the "Brexit" referendum using Sri Lankan tax payers money), under the fixed-term Parliaments act 2011, only a motion explicitly resolving "that this house has no confidence in Her Majesty's Government is treated as a motion of no-confidence! Yes Doctor, not against the opposition, but against the GOVERNMENT!

In our parliamentary system, political party or parties who have secured the majority in the house is invited to form a government. Unless it is a minority government, the ruling party or collation has more than half of the seats. 

Any opposition who tables a no confidence-motion must secure votes from the ruling party members if they want to succeed. If the opposition can win the vote only by their own votes, they do not have to sit in the opposition!

Dr Harsha was talking about the history. He has forgotten that in 1964, Mr C. P. De Silva, a minister of Mrs Sirima Bandaranayike's government and thirteen other government party members voted along with the opposition. We must remind Dr Harsha De Silva that  during the 1964 no-confidence motion, his colleague Mr Mangala Samaraweera's father Mr Mahanama Samaraweera also voted against his government.  

Yes Doctor, sorry to disappoint you, but the government Ministers do sometimes vote against the government. Some treat them as heroes while others treat them as traitors. Defectors always claim that they are voting for the betterment of the country while their enemies claiming perks, loads of money and women are involved. 

Nasty world we live in, isn't it?

    The SLFP’s demand for the PM’s resignation came soon after the February local government elections in which the SLFP and UNP were squarely defeated by a new party backed by Mr. Rajapaksa. While the SLFP blamed the PM’s policy and apparent link to suspects in major bond scam at the Central Bank for its poll debacle — the SLFP contested separately and came third — some within the UNP also demanded a change in party leadership, accusing Mr. Wickremesinghe of favouritism.

    The ensuing friction between the two ruling parties, and within the UNP, were temporarily quelled with a Cabinet reshuffle but has resurfaced again, ahead of Wednesday’s no confidence vote that will significantly impact the government’s remaining two years in power.

The huge amount of moneies made by the so called bond scam is being distributed to get such false statements by so called intellectual Drs. & as well as decisive votes in the parliament as it seems. Thus tje Joint Opposition should table no confidence motions once a month so that the citizens could recover all the Bond scam money isn't it Mr Kumara?

  4. This shows how poorly our parliamentarians prepare for their work. What is pathetic is that this ignorance was demonstrated by somebody widely considered as an educated and intelligent person.

  7. Dr Kumara, you see the main allegation of NMC is based on the Hon. PM's involvement with the appointment of a foreigner (Mr. AM) as the central bank governor who is now accused of leaking inside information to benefit his son-in-law in a treasury bond sale. Thus what would happen to the famous CB bond allegations and investigations afterwards as you could foresee?

  8. I was apart of the Jan 8th change. This gentleman Dr. Harsha particularly have become a man of big talks but no action.

    The only reason that many UNP lovers still support these UNP guys is because they don't want MR, Gota (which they believe that they are a set of murderers and plunderers) or JO jokers to come into power. However, day by day, the number of UNP lovers are fading away. So Dr Harsha et al is in utter danger IMO.

  9. Well, I had to say that I was a small force (a very tiny force to be precise) behind the January 8 change. It was all about corruption. Hoever, now I could not back Ranil who has transformed himself from a brand of Mr. Clean to Mr. Very Very Dirty. I feel so sorry about this learned gentleman who just self-distructing his own reputation.

  12. Sir, the ECONOMIC growth has come to a standstill. Cost of living has gone up tremendously. Therefore could you please publish another post based on that after this NC motion drama at least. My humble request is to you is "Please be a voice for the voiceless" and influence at your level best for the so called Colombo elites & help poor us to get at least a tiny benefit. Could you doc?

  14. What do you think about the motion today? As I feel the truckloads of ready cash available with the bond thieves coyld changing heads & consequently the hands of MPs in this regard. The truth is bitter & therefore the JO should table this type of no confidence motions frequently so that MR & their counterparts in the cabinet could make hay utilizing the circumstances to the maximum benefit of them.
